United EMS Industry Delivers Strong Message to Administration: Support Treatment in Place (TIP) Policy

In a unified show of strength, national EMS organizations and hundreds of agencies across the country have signed a joint letter to the Centers for Medicare & Medicaid Innovation (CMMI), urging support for the Treatment in Place (TIP) policies in H.R. 2538/S. 3145, the Comprehensive Alternative Response for Emergencies (CARE) Act. This bipartisan legislation, led by Representatives Mike Carey (R-OH), Lloyd Doggett (D-TX), Carol Miller (R-WV), Pat Ryan (D-NY), and Senators Susan Collins (R-ME) and Peter Welch (D-VT), includes a new and improved model to test and evaluate TIP in emergency medical services (EMS).

The EMS community is calling for a robust TIP model that demonstrates measurable Medicare savings, strengthens EMS operations, and enhances financial sustainability in today’s rapidly evolving pre-hospital care landscape. The letter urges CMMI to partner with Congress to advance this proposal—highlighting the potential of TIP to reduce overall Medicare costs, improve patient outcomes, and expand patient choice by allowing individuals to receive care where and when they need it most.
